This reply makes much sense. Since the site is a global site it does not make sense to affect all his users with the measure.
If he is German and has the site hosted in Germany he must stick to German rules.
Would like to know if he checked online gambling rules for more than 200 countries that exist in the world and banned casinos accordingly. Sincerely don’t really know how this US rule affects a foreign citizen with a foreign website. Just because something may be not legal in a certain country it does not mean that it isn’t at others.
I know that it is not easy to know the exact implications of this law but in my understanding, a casino licensed in Gibralatar with operations on the internet with no business or assets in US is not commiting any crime if a US player deposits money into the casino, because it is not illegal in Gibraltar. If there is any illegality it must be the deposit by the US player. At the time any wager is made, it is Gibraltar jurisdiction.
