HOW THE FUCK can IGC say the bill doesnt amount to a ban on Internet Gambling? If US citizens CANT play because no reputable company will accept their business then what do you call THAT?

The bill itself does not mean a ban – however, the actions of the operators ultimately end in a result which is as bad as a ban.
Under the circumstances, this is probably all IGC could do in terms of a statement – though, as they were once the premier lobbying organization, I guess one could also say that a much stronger statement could have been made.
