It’s possible, but they would only claim to be making an effort to be in compliance with a little understood law.
I doubt this would be successful.
I think we will see this behavior a lot at this time and there is little we can do.
Let’s make sure we never forget the programs that do make an effort to fulfill contracts and shift our attention to them.
