How successful this new legislation will be will depend largely on the reaction of the industry. If casinos, poker rooms etc hit the panic button, as the two profile arrests have tried to encourage, then it will have far more impact.
The Gov will never be able to effectively police it IMO, but they can use scare tactics and PR to discourage gambling. The legislation that has passed is half-ass in that it compromises 4411 to the extent where there are lots of ways to circumvent the restrictions.
