Most people find it enough of a hassle to geotarget to different countries and that can be done with the free maxmind world database. To geotarget at the state level you would need the city database. Geotargeting can be implemented with any script language that can query a mysql database (Perl, PHP, Java, Ruby, Python to name but a few).
It´s not at all impossible but a major hassle nonetheless.
