ICANN should mean something, but it doesn’t mean much from my experience. There are a lot of scamming or fly by night operations that get ICANN certified. There’s a lot of debate about it.
I still recommend NameCheap if you are on a budget and want whois guard. If you MUST have ICANN, then I would HIGHLY recommend PairNIC. But they don’t have a whois guard and they cost more. But they are rock solid as a company and you can trust them.
