What you wrote sounds like you should apply some extra scrutiny and talk to them about what is going on. In your situation you don´t want to give bogus programs a free ride. There are a couple of programs here that I would suggest are pretty much bullet proof:

Roxy Affiliates
There are more but these give you a good diversification so you don´t have all your eggs in one basket. Furthermore you won´t have to worry about their integrity.
