I’ve been using Site5 and I’ve been pretty pleased with them. Uptime seems to be good, controls are good, and they’ve got a decent user forum. My only complaint is that they seem to be growing at a decent clip, and the email support has slowed down a bit. You get a fixed IP, and if you run multiple sites, you can set them up independently, which is sweet. For me, the next step is either a VPS or a dedicated server. Good luck!
