I think that, what some of these rogue affiliate programs are doing resembles the operation that is described here.
CPAYS will ask the spammer to remove the stolen content in 1 instance and then have him continue as before and will try and keep “the whitehat fools” (for the sake of keeping the spamhaus lingo) off their backs.
