Bluehost would be my top pick. It´s all Linux and the plan offers really good value for money.
They also offer one of the most liberal PHP development environments i.e. you can access and change the php.ini which may come in handy sooner or later. They have CPanel so the user interface is pretty standard. Bluehost is based in Utah.
