I think if a site has been previously indexed you don’t need to resubmit. I think your best bet is to create a new sitemap and do 301 redirects from all your old pages (at least whatever is in their indexes) so that you don’t end up in Google’s supplemental hell. Also, Google is taking ages to crawl / recrawl properly. Just my 2 cents…
