From my knowledge, operators cannot set the payout percentages on the games. At least this was the case 4 years ago when I worked for an operator.
I would say that makes sense. Else MGS casino A would be running a campaign that their slots are looser than B, and I have never seen marketing like that.
RTG from what I know can set the percentages within a defined range.
