Google know how some of these are done. They know because I’ve told them numerous times.
Take this one as just ONE example:
A search for ‘uk casino’ brings up:

which is cloaking its landing page to show this quite innocent landing page
to Adwords staff:
xhttp://www.uk-casinos.com/guide/
whereas us UK visitors see this instead:
xhttp://www.best-uk-casino.co.uk/guides/
Are Google intentionally allowing this to go ahead or are they really not
capable of using a proxy to see what real visitors are seeing?
I know which option I believe.
