I’ve had my Neteller locked on many occasions for such evil deeds as peer to peer transactions, logging in from a different IP, updating my details and lots of other misdemenours. Ive never had a merchant request a reversal but I assume that it is so you cant get your hands on the wrongly deposited funds! Usually a call to their security to clarify the situation has unlocked my account immediately.
