An inactive account means an account with no traffic at all.
Commission reduction never took place and so this segment refers to unusual cases in which an affiliate terminated a unique agreement with CPays without notifying CPays. The affiliate then would have 45 days in which he/she can choose whether to continue this agreement or terminate it and in any case nothing will be done without notifying the affiliate first.
