That’s how I link to my bookmakers .. (with an intermediate page) …
I created it for the same reason – tracking.
I’ve been doing that for about 5 years have haven’t noticed any penalties .. but I can’t say that they’ll “lift” any penalty.
As with all things SEO – who knows until you try it ?
