Sometimes it could happen when a casino or poker room has automated download once you get to their homepage. Users used to click on the “yes” button accidentaly and later when they realize the real action they stop the download. It depends on the casino tracking software if unfinished downloads count to your stats or not.
And it can be that the player downloads the software, but don’t sign up with the program. I think it is normal.
