Don’t spam people. The casino program will likely boot you if you do, and no one likes it.
You can mail out CD’s, or hand them out, but I have never done it myself. I have chatted with people in airplanes and airports and gotten some loyal players that way.
I think if I were to promote offline now I would type up some good poker tips, have them printed and hand them out together with a poker room CD that has my code burned in.
I think the public would react most favorably to that.
