Your information argument could work but it’s not worth risking. Are you going to have the money to fight the government for 5-10 years when they take you to court? The least I would do to minimize risk is take a CPA offer only. That way you are not sharing in player losses.
The world is huge, try targetting the global market while leaving out Canada.
