Hopefully he is just confusing closed with locked. Fair enough not to get anything if the account is locked for fraud or some other reason but if the player just asks for the account to be closed and has done nothing wrong then you should be entitled to any outstanding commission. The casino/poker room has still earned their share (and kept it) so you should get your commission.
