They aren’t backwards. You just said they are duplicate pages on two different URLs. What is to not understand? The same content on two different pages is bad. But Google can usually pick out the canonical page when given two choices (even if PR will be split for obvious reasons). Sites that have dozens of duplicates are of course going to be more difficult to judge properly.
