Google will weigh the link “positive” if it is a one way link. It looks at exchanges between two sites as manipulation. If your site has a link to it from a high PR relavant site, and you do not link back to it, it’s gold. When seting up a link exchange do it as non-reciprocal. Offer your high PR site to them and have them link their high PR site to your 2nd site .
