The PageRank icon is based on a scale of 0 – 10. The higher the number the better.

So, if your page in question shows 3/10 then that’s your page rank for that specific page. If for instance your PR for you homepage is 3/10, then by linking to your other internal pages you will in effect transfer some page rank to them as well, but not the same amount as the linking page. For example, PR 5 index linked to interior pages will likely give them a PR4 etc.

Also, when checking backlinks, Google only displays backlinks with PR4 or higher. So all your interior pages linking to each other increases PR and helps your linking value according to Google, but dont panic if you dont see interior pages showing up as backlinks… they need to be PR4 or higher, remember.

The PageRank indicator on the Google toolbar is how people determine their page rank. Note that Page Rank (PR) is specific to individual web pages and not to sites as a whole.
