interesting read, but i don’t think its enforceable due to the sheer number of websites on the net. and as a rule of thumb, if a law is unenforceable, it cannot be made a law 
unless the internets begin to abide by some common code of commercial ethics, i don’t see how this can work…at least not for the next 10 years or so.
besides, FTC can only do something about sites hosted in USA…
