I think a few things could help. See which programs are being promoted by some of the top affiliates or the ones who have been around the longest. After that I think it helps to have other affiliates as friends to bounce stats and numbers off of. I do think 3 to 6 months is enough time to judge the affiliate program. If you only judge it off of the first month you could end up cutting off your potential top programs.
