It can be, but I hear its pretty popular as an entire website solution as well.
I think Kundan designs backends too, just as another option. Not sure I’ve ever seen anything he designed personally, but from his many referances, he’s worth looking into.
Also.. phpfusion is a little tricky to get the hang of, but another really amazing cms option. and its free too!
