To a certain extent I disagree. Must remember Google has no control over the Internet. The best the can do is filter what comes through. A good analogy would be email spam. If you put enough weight behind something it will eventually make it through.
Like email spam, spamdexing will always exist. The Internet itself by its’ very design permits this too happen. Must remember there are but a mere dozen volunteer organizations who police the Internet. Spamhouse is one of these non-profit organizations. What they do is catch these BH/seo people through the internet by setting up traps.
Many people do not differentiate between the Internet and the World Wide Web. Both are quite seperate entities.
