As for Spam, obviously you would have to have the offshore setup and means for getting around the blocks. That is a given and that is no problem at all.
I have done tons of PPC advertising in this business over the years – NONE outside of the US. Fraud or not, if the ROI is positive and the CPA is decent, then it is what it is, all the major companies are doing it all over Europe and many are doing it the hidden way on overture in the US.
As for SEO. Of course SEO is great. I got ruined by the Florida update then rode the Yahoo wave for years after. I watched SEO build many businesses over the years. Would a Casino fronting money want you to spend 100% or even 40% of the marketing budget on SEO? No. I do agree that it has to be involved from day 1, and at all times.
