Unfortunately everything mentioned has been well voted and it just need Chirac’s signature on it to become a law.
However a strong opposition has been heard so I don’t think this piece of sh#*t will last long. In anycase, for the time being: the law is active. 
Other countries of the EU look to regulate online gambling (like Spain) so with Italy, UK and Spain – Germany and France will surely have to follow.
Let’s wait & see.
