If you’re in the US, they could attempt to apply it at the origin or destination of the transmission. There are places who have taken content offline because of this.

As prof was trying to say, this is a campaign. It doesn’t really have to be rooted in law, and the arguements they make for it don’t really have to be rooted in reality.
