Well of course the host would want some sort of proof. If they just removed sites without proof your competitors might be running around trying to remove your sites all day long. At the same time some will remove without proof, which I think would be the wrong course of action.
Good to see this idiot wised up a bit, hopefully he wont hit someone else when he does his redesign.
