whether or not they are breaking the law is unclear, that’s the same thing as Ezula and other adware have done to 3rd party websites, from the US. in this case the owner of the site it selling the links, so there seems to be less of an issue.
if there is a copyright violation, he is likely violating his agreement with PRWeb and it is likely PRWeb who can most easily deal with them. if you paid PRWeb to distribute that release, i would contact your rep there.
