I’m a US citizen that was living in BC for 3.5 years (seasonal resident) and after a long talk with AmCam on the phone (years ago) and trying to decide whether or not to become a Canuck I consulted a well respected law firm to do an in depth look into Canadian gambling advertising laws and AmCam is 100% right. Very criminal was the report I got. You would need a gaming license in order to target Canadians for online gambling.
My humble advice is to not seek legal consultation from affiliates but to spend a few thousand to get some solid advice from someone with a (Canadian) law degree.
