The chances of ranking high for the term “gambling” is quite low regardless of the root level domain name. It would take years to build the site strength enough to show on the first page of google.
From a branding perspective, I would think it would be rather memorable. Maybe if you equated “CC” with two $100 chips. You might actually end up branding the .cc domain a bit since no one will realize that it is for the Cocos Islands.
