It appears to be a proxy server. My guess is that the object here is to provide access to sites which have been blocked by the Chinese government.
Since I can’t read simplified Chinese, I can’t say for sure – but judging by the version of my site it pulled up, it’s live and acts exactly like a proxy does – only filtering out a few things like Flash.
