It’s insane that programs do this and tends to get away with it. This would be devastating for a normal company in any other industry.
Why not start up a official network with affiliates (with some certification/badge..) that do what GFPC and his network does? A network that monitors and makes some spot checks on different programs every now and then in order to assure that the program is fair and not shaving its affiliates. The programs have to be aware that we do not tolerate this and that if they do it their shaving will be exposed to the affiliate community.
