I don’t think there is just one recipe, it really comes down to the audience, and and niche you are targeting. Different markets and niches think differently.
But end of day, you want that group of people to return to your websites.
As for getting them there in he first place? Well.. if I could tell you.. 
To be honest, I am having a traffic dilemma right now, I have started a new project – and the market and niche I am targeting, no one has really touched it before – but there is an immense untapped market for it. The internet just hasn’t been used a medium to that niche and market.
The type of advertising to get that traffic, is a bit unorthodox and a little bit expensive. Once I have gotten that traffic, I am pretty sure I can get most of it to return with the type of offers, and features I am offering.
But to answer the question.. I targeted traffic if its available, if not also look at getting traffic which can potentially cross over to your niche.
