Guys I see it this way, the program didn’t pay you for years and someone tries to negotiate a settlement for you. So first let’s be thankful to Dom 
Whether this issue has been settled or not will be evident in next few weeks after everyone that had outstanding dues publish their feedback. If you are able to recover your payables, take what you can first. You can always comeback and say if you haven’t been paid in full or satisfied with the settlement.
