I use http://www.mailermailer.com and have for many years. You embed a code in your site and they handle the signups, with opt in and double opt in. On that basis, they also handle any spam reports.
The newsletter is easy to generate, and the stats rock. And for newbies – it’s free until you have more than 200 subscribers. (At least it still was the last time I looked).
