I’m really not sure why they would do this now. There is going to be too much opposition going into the mid-term elections….i.e., many in Congress won’t consider supporting such a bill, because of their fear that its support will hamper their re-election bids. This is a political hot-potato, that needs to be introduced during “benign” times. I applaud the effort; I totally disagree with the timing of it.
