Indeed, there are some restrictions, mainly that the registrant/administrative contact must be located in France and/or have an address there if I remember correctly.
Some registrars offer the service of offering a local address and contact for foreigners to use to register the domain, but I haven’t tried so I can’t recommend one in particular.
