If the site belongs to him, I wouldn’t hire him based on what is in front of me. That’s exactly what I said in my post and I stand by it.
If the site doesn’t belong to him and he had no control over the “Construction Sign”, I’d reconsider my stance. I know exactly how frustrating it can be for a client to unravel all the good work of an SEO.
