It delays implementation of UIGEA.
I doubt the Obama administration would determine that the regs aren’t harsh/difficulte enough. It’s more likely they’ll choose between a) leaving regs in place, b) replacing/adjusting regs or c) drop the regs and go back to drawing board…causing more delays.
