To be able to view and grab a German banner, you first need to create a tracker (or link) associated with the German language.
At the bottom of the screenshot it is explained that “no links have been created for the product and language you have selected”
The link they refer to can be created in the “manage links” section.
You can create up to 10 links by default, and the best is to assign them to the particular language target.
