It didn’t used to be free but it was always dirt cheap. I think its some kind of non profit biz out of New Zealand. No banners or popups. It’s just like most of the others with a c-panel.
Not sure what the percentage is but its great for free. I don’t use them for my main websites though. Just the ones that don’t get a whole bunch of hits.
