While tag clouds are (arguably – I don’t like them myself) good for user navigation, I wouldn’t have thought they were the optimal way of distributing pagerank/helping rankings on the basis that they aren’t contextual. My belief is that linking in paragraphs or sentences of text that have relevant content to the link is probably a better method.
