The idea here is that both sides are frightened by the POLITICAL ramifications of one side or the other passing this bill without it being TRULY Bi-Partisan.
In other words, pretty close to 50% of the Reps from each side.
So the leaders on both sides of the House promised to deliver approximately 50% of their Reps.
The Dems did their part, and delivered 60%, but the Republicans only delivered 40%.
So the answer to your question is yes, it would have made it had the Republicans gotten a bit closer to their 50% committment, but 40% was just not enough to get it done.
