You are wrong about seo having to cost money ,some of the best sites out there are made by people who have spent TIME but no money.Definitely i would get rid of popups and blinky things immediately ,all they will do is scare away your visitors.
Not sure who told you that you needed all that ‘junk’ but you can learn alot just by using google webmaster tools.
