Not strictly the case…in some instances, most notably with UK bookmakers, if you make deposits with a verified method like a debit card, they will allow cashouts up to certain limits without asking for ID, although whether that is only for UK residents I’m not sure. Example: Virgin won’t ask for docs unil you cashout £3k if you used a debit card to deposit.
