My experience is that moneybookers.com only deducts the fees that are stated on the website – Euro 1.80 if withdrawing to the preferred bank account – the rest of the money is sent on to your bank.
Usually the currency is sent in Euros.
However, many recipient banks do make a charge to their customers for ALL overseas wire-transfers – and that tends to be around the US$15.00 mark.
Most good banks will actually sent out some sort of notication whenever an overseas wire transfer hits an account detailing the amount received, currency, the conversion, and finally the bank fee.
My local bank here does such and I see the exact amount sent by moneybookers.com and a NZ$12.00 fee deducted by my bank.
